Industry of Nizhny Novgorod Region (Nizhny Novgorod, 31 Nesterova Street).

Organisers: Lobachevsky State University of Nizhny Novgorod – National Research
University, Public Committee on Labour Resources of the Chamber of Commerce and
Industry of Nizhny Novgorod Region, Open Knowledge Research and Publishing
Centre.

The purpose of the conference: to discuss theoretical and practical problems of human
resource management that would provide the realisation of national goals and strategic
objectives in the perspective of Russia’s development.

Scientists, researchers, teaching staff of higher educational institutions, representatives
of state and municipal authorities, HR directors, small and medium business
development managers, specialists of enterprises and organisations are invited to
participate in the conference.

The form of the Conference: full-time and remote participation.

The working languages of the Conference are Russian and English.

Before 25.01.2022 you are to receive a positive conclusion at the 1st stage of reviewing and a confirmation that your article was submitted to the editorial board of the international publishing house at welcome@nicstatus.com for the 2nd stage of reviewing, along with a publication agreement and an invoice for payment of editorial/publishing services.

Publication ethics and publication rules


The article must be an original, previously unpublished work executed in the English language. It must not have been previously published or considered for publication in other conference proceedings or a journal. It is assumed that the authors whose names are given in the paper have contributed sufficiently to the scholarly work and therefore share collective responsibility for the results.

All papers undergo a double-blind peer review. First, every article is reviewed by the conference editors who may reject it if it is not relevant for the conference subject area and does not meet the conference requirements, or if it is of low quality. At the second stage of reviewing, the paper is sent to an independent reviewer. The reviewers are asked to evaluate the paper, and they may recommend:
1. to accept the article as it is,
2. to accept the article with minor corrections,
3. to accept the article with major corrections,
4. to accept the article only after being corrected by the author and its secondary review,
5. to reject the article.

Reviewing includes recommendations and comments that are subsequently sent to the author(s). The editors should not revert the decision on publication unless some serious problems are revealed.

The editors and reviewers should evaluate the papers on the basis of their intellectual content regardless of the authors’ race, gender, sexual orientation, religious beliefs, ethnicity, citizenship or political beliefs. The editors’ decision to accept or reject an article for publication must be based only on its importance, originality and clarity as well as the relevance of the research to the purpose of the conference.

All papers are to be sent to e-mail: welcome@nicstatus.com. The paper is deemed to have been successfully submitted if the author receives a confirmation email.

The cost of publication of a paper in the proceedings, as based on the conference participation results, is 30,000 rubles per one article.

Requirements for paper materials


  1. The maximum number of authors per one paper is five.
  2. Every participant may submit a maximum of two papers (one paper as a principal author and one paper as a co-author).
  3. The maximum length of an article is 18,000 characters with spaces, including references; the minimum length is 12,000 characters with spaces.
  4. Only the papers executed in English or in Russian are accepted for consideration.
  5. Article format: doc or docx only.
  6. The submitted paper must strictly match the Conference subject area and reflect the results of theoretical and experimental research. Only original versions of scientific articles are accepted for consideration.
  7. Graphic charts must be translated into English (if the paper is submitted in English) or presented in an editable format (if the paper is submitted in Russian).
  8. The paper must have the following sections: “Introduction”, “Methodology”, “Results”, “Discussion”, “Conclusion”, “References”. The information on financial support is given in the Acknowledgements section after the Conclusion.
  9. If original statistical data were used in the research the authors need to provide the replication data (questionnaires (checklists), research protocols, collected and unprocessed statistical data in any form) which will be published with the article. This step is an important element of preventing data falsification and provides an additional opportunity to verify the analysis made by the authors.
  10. In-text references to the used literature and the reference list itself are executed exclusively according to the APA standard (See Requirements for the materials at the website).
  11. We strongly recommend the authors to use high-quality foreign scientific literature published in reliable scientific journals (indexed in the “Scopus”, “Web of Science” databases). We insistently ask to minimise the use of “unrepresentative” sources – Internet resources not containing scientific information, manuals and tutorials. The sources where the author of the submitted article is the author/co-author may not exceed 10% of the reference list.

CONFERENCE HISTORY

On January 28, 2021, II International Applied Research Conference “Human Resource Management within the Framework of the Russian National Goals and Strategic Development Challenges” was held by the Chamber of Commerce and Industry of Nizhny Novgorod Region in full-time and online format.
The conference was organised by the Human Resources Committee and the Committee’s Expert Council of the Chamber of Commerce and Industry of Nizhny Novgorod Region, as well as the Open Knowledge Research and Publishing Centre. Opening the conference, the management of the Chamber of Commerce and Industry welcomed the participants.
The preparation and organisation of the Conference were entrusted to 148 persons – representatives of the business community and teaching staff from such cities as Nizhny Novgorod, Moscow, St. Petersburg, Arzamas, Dzerzhinsk, Samara, Kaliningrad, Yekaterinburg, Tambov, as well as the neighbouring countries and beyond – Belarus, Kazakhstan, Uzbekistan, Poland, Germany.
The conference featured a multidimensional, positive, mutually interesting dialogue about the current tendencies, concepts, trends, challenges, risks and problems characteristic of the new digital reality relative to economy, information and communications.
Professor Sergey Yashin’s report on innovation-aimed modern trends in human resource management and on regional aspects of innovation management kindled high interest and active discussion. Professor Alexander Mazin’s contributions based on long-term research, addressing new risks and threats in the labour market and the emergence of over 150 fundamentally new professions in the next 10 years were listened to with great interest. During the discussion, the scientists from Gdansk (Poland) dwelled on the issues of introduction of lean production aimed at increased labour productivity. The scientists from Cologne (Germany) presented the results of the research dealing with increased knowledge perception sustainability and employee involvement. The scientists from Kazakhstan in the person of Marina Lukmanova representing Rudny Industrial Institute shared the results of research devoted to evaluation of small and medium businesses’ social capital.
A number of pressing issues were actively discussed at the conference: increasing importance of human capital and labour market development, digitalisation and flexible forms of employment, structuring of systemic work in the sphere of personnel management, spiritual and moral values of young people, creation of project-idea incubators, importance of emotional intelligence in human capital development, development of new communication technologies in the conditions of digitalisation, problems of employment of people with disabilities, development of urban environment having a positive influence on the quality of life, decline in the quality of education and conversion of talented children, creation of virtual businesses, project engineering teams, ‘boiling points’, increased consumption of electronic services, new models of educational development in educational institutions and business companies, ways of close interaction of science and business.
Following the results of the convention, the conference proceedings were published.
